In recent years, South Korea has witnessed a troubling surge in illegal online gambling, as reported by the National Gambling Control Commission (NGCC). Despite strict laws prohibiting online gambling, the number of illicit activities has skyrocketed, raising concerns among lawmakers and the public alike.

The issue of illegal gambling gained significant media attention following a scandal involving comedian Lee Jin Ho. The popular figure admitted to stealing money from his celebrity friends, including BTS member Jimin, to fund his online gambling addiction. This high-profile case has brought the darker side of online gambling into the spotlight, prompting the NGCC to disclose alarming statistics regarding illegal gambling activities in the country.

Alarming Statistics

According to the NGCC, the number of illegal gambling complaints has surged dramatically, jumping from fewer than 14,000 cases in 2019 to a staggering 48,648 cases last year. This sharp increase highlights the growing prevalence of unlawful gambling practices, prompting calls for stricter regulations and enforcement measures. The data was revealed at the request of an opposition lawmaker in the National Assembly, who is advocating for a reduction in gambling activities rather than their expansion.

The Role of Offshore Casinos

The NGCC has identified unregulated online gambling websites as the primary culprits behind this surge in illegal gambling. Over 80% of the reported cases are attributed to rogue online casinos, many of which operate from offshore jurisdictions such as the Philippines, Malta, Curacao, and the Isle of Man. These locations provide a legal framework for online gaming firms, allowing them to target South Korean citizens despite local laws prohibiting such activities.

South Korea’s gambling landscape is heavily restricted, with only state-run lotteries and parimutuel horse racing being legal. The government does permit limited gambling at Kangwon Land, the only casino in the country where locals can play. However, access comes at a cost, with a toll of KRW 9,000 (approximately US$6.57) required for entry. Reports indicate that the locals’ area of Kangwon Land is consistently busy, while the foreigner section remains underutilized.

A Growing Concern Among Citizens

The ramifications of illegal online gambling extend beyond high-profile scandals. A recent report highlighted the case of a 17-year-old who accrued over 16 million won (around US$11,700) in gambling debt. His parents were forced to intervene and pay off the debt, subsequently calling on the government to take stronger action against illegal gambling websites. The NGCC estimates that South Koreans have gambled away more than 100 trillion won (approximately US$73 billion) on illegal platforms over the past five years, underscoring the scale of the issue.

The Comedian’s Downfall

Lee Jin Ho’s situation serves as a cautionary tale about the dangers of online gambling. After discovering an illegal gambling website during the pandemic, he became addicted to online slots, leading him to borrow over one billion won (about US$733,929) from fellow entertainers and an additional 1.3 billion won from banks. His admission has sparked discussions about the need for better safeguards against illegal gambling and the importance of addressing addiction issues within the entertainment industry.

As the NGCC continues to report rising incidences of illegal online gambling, the South Korean government faces increasing pressure to implement more effective regulations. Lawmakers are exploring various strategies to combat this growing problem, including enhancing internet security measures to block access to illegal gambling sites and increasing penalties for those involved in facilitating such activities.
